If your NIF still shows an address abroad but you now qualify as a Portuguese tax resident, use Finanças’ non-resident-to-resident procedure. Don’t start with the ordinary Entregar Pedido de Alteração form. The Tax Authority expressly excludes that self-service form when a foreign-address record must switch from não residente to residente.
For someone without a Portuguese Citizen Card, the correct starting point is Portal das Finanças → e-Balcão → Registo Contribuinte → Identific → Alteração Morada/Singulares, with identification and the residence/address evidence for your circumstances. You can also book a Finanças appointment. The deadline is 60 days after you meet the tax-residency conditions. If you were already registered as resident and simply moved house, the deadline is generally 15 days and the normal online process is different.
You keep the same nine-digit NIF. This changes its linked address and potentially your registered tax-residency status, not your tax number. If you still need a number, start with how to get a NIF in Portugal.
Choose the right address-change procedure
| Your situation | What to do | Deadline |
|---|---|---|
| NIF has a foreign address; you’ve become tax resident in Portugal | Request a non-resident → resident correction through e-Balcão or by appointment, with residence evidence | 60 days |
| NIF already shows resident in Portugal; you’ve moved to another Portuguese address | Use Dados Cadastrais → Morada → Entregar Pedido de Alteração, or the assisted channels | 15 days |
| You are moving from Portuguese tax residence to non-resident abroad | Request a resident → non-resident change with evidence of your new residence | 60 days |
| Your Portal das Finanças record has the wrong effective start date | Request a retroactive correction supported by documents proving the period | Case-specific assessment |
| You have a Portuguese Citizen Card | Change the card’s registered address through gov.pt / Citizen Card services; the change feeds through to AT | Follow Citizen Card instructions |
The difference is not technical. The simple online form changes an existing address; it does not, by itself, establish a tax-residency conversion. AT’s Portuguese FAQ specifically says that the self-service form cannot be used when a foreign address must become a Portuguese resident record. This is why advice to “just change it in your account and wait for a letter” can lead to the wrong workflow.
When does Portuguese tax residence actually start?
A rental contract, CRUE or AIMA card is useful evidence, but none is a universal switch that turns Portuguese tax residence on the day it is issued.
Portugal generally treats you as tax resident if you spend more than 183 days in the country during the relevant 12-month period, or have a home in Portugal in circumstances showing an intention to maintain and occupy it as your habitual residence. Under Article 16 of the IRS Code, residence normally begins on the first day of the qualifying period of stay, with exceptions, including special rules for someone who was resident in the preceding year.
That means a person can meet the habitual-home test before spending 184 days in Portugal. It also means moving your address in the database months late does not necessarily postpone the legal start of your tax residence.
Tax residence and immigration residence are different records. A D7 visa, AIMA appointment or CRUE may help document circumstances, but tax treatment follows the tax-residence criteria. If you arrived halfway through a year, Portugal’s partial-year residence rules may separate the non-resident and resident portions of that year. Don’t assume your first IRS return covers the entire calendar year as a resident. The IRS guide for foreigners covers that filing stage.
Change a foreign NIF address to Portugal through e-Balcão
This is the route for a foreign taxpayer without a Portuguese Citizen Card, whose address update affects their resident/non-resident status.
- Sign in to Portal das Finanças with your NIF and password or another accepted login method.
- Open Contactos → Atendimento e-Balcão → Registar nova questão. The portal may also show this under Todos os Serviços → Contactos.
- Set Imposto ou área: Registo Contribuinte.
- Set Tipo de Questão: Identific.
- Set Questão: Alteração Morada/Singulares.
- Explain that your registered address is abroad and you are requesting alteração de não residente para residente, state the Portuguese address and the date you say you became tax resident, and attach the documents relevant to your nationality and status.
- Submit the question. Keep the ticket reference and copies of your attachments. Read the actual response before treating the change as complete.
Important menu discrepancy: One English-language AT help page lists the last category as Representação Fiscal. AT’s Portuguese resident-conversion page and its dedicated address-change FAQ instead identify Alteração Morada/Singulares. For an address change, use the dedicated Portuguese route if it is available; don’t submit under fiscal representation solely because the English translation points there. If the interface labels change, follow the current equivalent category and describe the requested conversion explicitly.
You can use this Portuguese request text, adapting the factual dates and documents:
Solicito a alteração do meu domicílio fiscal de morada no estrangeiro para a morada em Portugal indicada abaixo, com atualização do meu enquadramento de não residente para residente, por reunir os requisitos de residência fiscal desde [DATA]. NIF: [NIF]. Morada completa: [MORADA]. Junto documento de identificação e os comprovativos aplicáveis. Agradeço a confirmação da data de produção de efeitos e a indicação de eventuais documentos adicionais necessários.
That is a request, not a guarantee that AT will accept the proposed effective date. If your facts are disputed or the date is materially earlier than the request, see the retrospective-correction section below.
You can learn how to access the service and retrieve messages in our Portal das Finanças guide.
Which documents will Finanças accept?
Bring a clear identity document in every case, then separate evidence of residence status from evidence of the particular address. AT may require both.
EU citizens: CRUE, lease and alternatives
AT’s published documents for EU/EEA citizens, including nationals of Andorra and Switzerland, are:
- a valid civil identification document or passport;
- the Certificado de Registo de Cidadão da União Europeia (CRUE) issued by the municipality of residence; and
- where applicable, further address evidence such as a residential property-purchase deed, rental contract, employment contract, or document issued by a public body.
AT expressly says those further documents may also be accepted as Portuguese address evidence. It does not clearly establish that a utility bill or Junta de Freguesia certificate alone always replaces the CRUE in a resident-status conversion.
An October 26, 2026 community discussion illustrates the practical variation: one person reported a Finanças clerk wanted CRUE, while another later said their own clerk accepted a rental contract and Junta certificate instead. Those are individual experiences, not a national exemption.
If you don’t have CRUE yet: take your ID, rental contract and any official-address evidence you already hold; identify that CRUE is pending or not yet available, and ask whether the documented alternative will be accepted for your case. Keep the response if it is refused. For a less uncertain application, obtain CRUE when you are eligible. EU citizens planning to stay more than three months normally request it from the Câmara Municipal within 30 days after the first three months of residence. That registration process is separate from the AT tax-residence test.
A utility bill or Junta certificate may support where you live, but don’t treat either as an automatic substitute for every piece of residency evidence. Our Portugal proof-of-address guide explains the different uses of these documents.
Non-EU citizens: an AIMA card is not the only possible proof
For third-country nationals, AT lists a passport or equivalent ID plus one of the relevant immigration/residence documents:
- a valid AIMA residence permit;
- qualifying AIMA appointment confirmation or receipt showing a pending residence-permit application or renewal; or
- the specified proof of international or temporary protection.
This matters if your physical residence card has not arrived. AT’s published route allows qualifying pending-process evidence. A generic email saying you hope to obtain an appointment is not necessarily equivalent to an actual appointment confirmation or formal application receipt.
Where the AIMA evidence does not show an address, AT says further proof such as a residential deed, rental contract, employment contract or public-entity document can be provided. If the AIMA document shows a different address, a stricter rule applies; see below.
Documents must be legible and genuinely prove what you claim. AT’s FAQ discusses originals or authenticated copies unless documents can be verified electronically, and certified translations for foreign-language documents. Be prepared to present the original if the office asks to inspect it.
My AIMA address and Finanças address do not match
A common deadlock begins when AIMA still shows an old home, but Finanças is being asked to record a new one.
AT’s instruction for non-EU citizens is specific: if the requested tax address differs from the address shown on AIMA documents, show proof that you requested the address change from AIMA, and provide acceptable evidence of the new address. The application to AIMA is evidence that you initiated the correction; you do not necessarily have to wait for a replacement plastic card before asking AT to assess the case.
For a practical sequence:
- Request the address correction using the AIMA route for your existing permit or pending process.
- Save the submission confirmation, reference number, email or document that clearly identifies the new address requested.
- Add your current lease, property deed, employment document or other qualifying proof of that address.
- Send both to Finanças through e-Balcão or take them to your appointment, together with your identity and residence documents.
- If refused, ask exactly which document is missing and refer to AT’s own FAQ under Alteração Morada/Singulares, which expressly addresses AIMA mismatches.
Our AIMA address-change guide covers the correct AIMA form depending on whether you have an active renewal or another process.
Don’t create a circular wait unnecessarily. One September 2026 resident reported that Finanças wanted updated immigration evidence while AIMA and landlord-document constraints made the change difficult. An October reply in that discussion came from a commercial service provider, so its suggested email workaround shouldn’t be treated as an official AIMA procedure. AT’s published rule about proof of having requested an AIMA update is the more reliable basis for the next action.
Confirmation letter or code never arrived
First check which address-change method you actually used.
For the ordinary online change that does not alter resident/non-resident status, AT says submitting the request is only the first stage. You must receive the postal Código de Confirmação at the new address, then open Dados Cadastrais → Morada → Confirmar Morada and enter the code. Until that confirmation succeeds, the new address has not taken effect.
If the letter is missing:
- Recheck the new address as entered, including postcode, door number, floor, apartment and mailbox name.
- Check whether the request is still awaiting confirmation rather than showing as completed.
- Contact e-Balcão with the request reference and submission date, say the code did not arrive, and ask AT to confirm the available resend or cancellation/restart procedure.
- If urgent or unresolved, book an appointment and bring your ID, new-address evidence and earlier request record. Ask for the precise procedure, not an automatic exemption from confirmation.
- If you find that you are actually changing from non-resident to resident, stop using the ordinary online path and submit the residency-conversion request instead.
AT does not guarantee a fixed postal delivery period on its official address-change page. In the September 28 community case, another user reported receiving the letter in about a week, but the original poster still had not received theirs after weeks. Those are experiences, not official service timelines.
This postal address-confirmation code is also different from the initial Portal das Finanças access-password letter. Check which letter you are missing before opening a new request.
Finanças rejected the change or asked for CRUE
Read the rejection as a document-specific problem rather than immediately repeating the same application.
| What AT says | Most useful next step |
|---|---|
| CRUE required | Provide CRUE when available, or ask whether the alternative official address documents listed by AT are accepted for your circumstances |
| Comprovativo de morada insuficiente | Send a full residential lease/deed, employment document or qualifying public-entity document showing the precise address |
| Morada diferente da AIMA | Supply proof you already requested the AIMA address correction plus the new-address evidence |
| Documento ilegível / falta de identificação | Re-upload readable complete documents and the relevant identity page |
| Data de residência não comprovada | Supply dated evidence covering the requested effective date, not merely your current address |
| Pedido não pode ser efetuado online | Confirm whether you mistakenly used the simple address form for a non-resident-to-resident conversion |
These are troubleshooting categories, not guaranteed exact portal error messages. If an agent asks for something that seems inconsistent with AT’s published list, request clarification in the e-Balcão case and attach the relevant official FAQ passage. A different office may assess an evidentiary issue differently; it cannot create an automatic legal exemption.
Book a Finanças appointment if e-Balcão stalls
AT lists Serviço de Finanças and Loja do Cidadão as in-person options, with an appointment in advance.
In Portal das Finanças, choose Contactos → Atendimento por Marcação, then:
- Para pedido de NIF ou alteração de morada para pessoas sem cartão de cidadão;
- Assunto: Identificação;
- Subassunto: Alteração de morada-cidadão da UE e Espaço Económico Europeu or Alteração de morada-cidadão País Terceiro, as relevant;
- enter your ID document number under Observações;
- select the office and appointment slot.
You can also call (+351) 217 206 707, working days 09:00 to 19:00. Bring the original documents, copies of your e-Balcão exchanges and the official FAQ reference. If someone else attends on your behalf, AT requires a power of attorney with appropriate authority; ordinary representatives may need signature authentication, while a properly identified lawyer or solicitor has the stated exception.
Can Finanças backdate tax residence if I updated late?
Yes, AT can consider an address/status correction with retroactive effect, but it is not automatic. Its FAQ specifically discusses using a property-purchase deed, residential lease or employment contract that clearly supports the earlier date claimed. AT may request additional evidence and assess the facts individually.
State two dates separately: when you believe you actually became Portuguese tax resident and when you are submitting the administrative correction. Provide documents linking the earlier date to the statutory tests. A document created yesterday showing today’s address is not, by itself, proof that you lived there last year.
The date matters beyond the NIF printout. For instance, a person arriving on a D7 visa may have had a habitual home before receiving an AIMA card. Conversely, getting a lease solely to secure a NIF does not prove that it was actually their habitual home. What counts is the evidence of the real facts, considered under the tax-residency tests.
If your proposed effective date changes an earlier IRS filing, tax-treaty position or eligibility for a time-limited regime such as IFICI, resolve the dates before relying on a benefit or filing based on the portal’s old entry. Correcting the address does not itself grant a special tax regime, and IFICI has its own conditions and registration procedures.
Check that the change really worked
A sent e-Balcão message, booked appointment or postal letter request isn’t proof that your tax record has been updated.
After AT confirms the correction, inspect your personal details in Portal das Finanças → A Minha Área → Posição Integrada → Informação Cadastral → Dados Gerais de Identificação. Check the country/address and recorded resident/non-resident classification, plus any effective date addressed in AT’s response.
For a formal record of your address, search Certidão de Domicílio Fiscal in the portal, choose Pedir Certidão, select the domicile certificate and download it. AT says the document is available in Portuguese and English. This is not identical to a certificate of tax residence issued for treaty purposes; use the document the bank, employer or authority actually requests.
If the country, status or dates remain wrong, keep the AT response and reopen the original ticket explaining which field is still incorrect. If the address is correct but AIMA or another public body still has the old one, update that separate record as well. One authority’s database change does not mean all others have been corrected.
