AIMA “Cidadão Não Identificado”: Fix the Portal Error

Seeing “Cidadão não identificado ou sem acesso nesta fase” on AIMA? Check portal access, card/NIF data and the exact route to report the error.

Quick Answer: “Cidadão não identificado ou sem acesso nesta fase” can mean either that your case is not currently enabled in the Portal de Renovações or that the portal cannot validate the identifying data attached to it. Check eligibility first. If your case is already open, troubleshoot the specific record or document problem instead of changing several details at random.

This guide is for the error that blocks you before a renewal or permanent-residence request is successfully created.

1. Check whether your case is actually open in the portal

Verified 19 September 2026: ordinary residence permits expiring in November and December 2026 are now open in the Portal de Renovações, according to the later OA-AIMA platform update.

That matters because an older AIMA page from 1 July still shows 31 October 2026 as the endpoint. The later update supersedes that snapshot for current access.

For ordinary residence permits, the current split is:

  • expired/expiring from 1 July 2025 through December 2026: Portal de Renovações;
  • expired from 22 February 2020 through 30 June 2025: the separate AIMA Mission Structure renewal service at services.aima.gov.pt;
  • initial Article 15 residence card for a non-EU family member of an EU citizen: not this renewal route.

If your permit expired in the older 2020–June 2025 group, AIMA has a separate request route at:

services.aima.gov.pt/RAR/reqrenew

That older service excludes CPLP renewals, ARI and EU residence cards.

I’d check this route question before changing any personal data. A correct NIF or residence-card number cannot make the wrong AIMA service accept your case.

2. For an ordinary renewal, use the four current account-creation fields

AIMA changed the Renewal Portal access method in 2026.

For Criar Conta, the current OA-AIMA instructions say to enter:

  1. a new email address of your choice;
  2. your Número do Título de Residência (TR);
  3. your NIF;
  4. your date of birth.

An old SEF email is therefore not a general requirement for creating a new account under the current flow.

If you already have a Renewal Portal account and have lost access to it, use Recuperar Password for that existing account rather than creating another account to bypass the problem.

A NISS is not one of these four account-creation fields. If the error appears at account creation, changing Social Security data is not the first thing to troubleshoot.

3. If one identifier is wrong, correct that identifier

For an ordinary account-creation error, compare the information you entered with the records and documents AIMA is trying to identify:

  • residence-title number;
  • NIF;
  • date of birth.

If you know one AIMA record is missing or incorrect, use the corresponding correction route in the official AIMA Contact Form.

AIMA provides Portal de Renovações subtypes for corrections including NIF, email, nationality, passport details and address.

For this situation, the safer approach is to correct only the mismatch you can actually identify. Do not send simultaneous changes to accurate records simply because the portal returned a generic error.

There is no single official correction time that applies to every ordinary residence-permit record. Wait for the requested change to be confirmed before assuming it has propagated to the Renewal Portal.

4. Paper residence card? Check the leading-zero rule

AIMA has published one very specific document-number workaround.

For paper residence cards held by EU citizens or qualifying non-EU family members, ignore the first zero on the left when entering the card number.

AIMA’s example is:

01164111641

The rule applies exclusively to residence cards issued on paper.

Do not apply it to:

  • a normal plastic residence permit;
  • a Câmara-issued CRUE;
  • another AIMA document whose number happens to begin with zero.

If a covered paper card still fails, AIMA says to email geral@aima.gov.pt with:

Subject: Portal de Renovações, Agendamento CR papel, impossibilidade submeter pedido

Include your personal details and a copy of the paper residence card.

5. EU permanent residence: the 15 September flow is different

Since 15 September 2026, AIMA has changed the portal flow for:

  • Article 16 permanent residence certificates for EU citizens; and
  • Article 17 permanent residence cards for qualifying non-EU family members.

AIMA says applicants in these two routes do not need to enter NIF or NISS during submission. The portal validates the necessary data automatically.

If you see a message saying your data is being validated, AIMA says the check can take around 30 minutes. Wait, return to the portal and try to continue.

If the validation message remains, or you receive another portal error, use:

What if the portal still asks for NIF or rejects an old CRUE?

Do not force a workaround.

AIMA has not published a CRUE-specific number conversion rule. In particular, do not borrow the paper-card leading-zero rule for a normal CRUE.

If the post-15 September portal still presents an old NIF step, rejects the CRUE number or returns Cidadão não identificado, treat that as a portal-access problem and report the screen you are actually seeing.

6. ARI / Golden Visa and dependents need a separate check

ARI renewals also use the Portal de Renovações, but AIMA has published additional rules for this group.

AIMA’s current ARI FAQ says renewals for ARI titles expiring from 22 February 2020 through 31 December 2026 go through the Renewal Portal.

For ARI, the NIF must be associated with the applicant’s record. If it is missing or incorrect, use:

The OA-AIMA guidance says that, for this ARI NIF correction, wait two working days after the update before trying to complete registration again.

That two-day instruction should not be generalised to every ordinary AIMA correction.

If the error is on an ARI family member’s account

AIMA’s ARI FAQ has a specific route when the portal will not create or complete a family member’s account.

Email geral@aima.gov.pt with:

Subject: Erro criação conta ou conclusão pedido ARI

Include:

  • a full screenshot of the error;
  • identification of the family member;
  • identification of the main investor;
  • the email used;
  • process/title data where applicable;
  • NIF/NISS where applicable; and
  • power of attorney or representation authorisation where applicable.

This is more precise than sending an ordinary generic portal complaint for an ARI dependent.

7. For other cases, report the portal problem with the evidence AIMA asks for

If your route is open, your identifying data appears correct and none of the special cases above explains the error, use the official AIMA Contact Form.

Choose:

AIMA’s current instructions ask you to provide:

  • full name;
  • date of birth;
  • nationality;
  • valid phone number;
  • valid email;
  • residence-title number;
  • copy of the residence title;
  • screenshot showing the problem clearly;
  • short explanation of what you tried, including the email used.

Keep the screenshot wide enough to show the full error and that you are on the official portal.

You can use this short Portuguese explanation:

Erro no Portal de Renovações: ao tentar criar/aceder à conta surge a mensagem “Cidadão não identificado ou sem acesso nesta fase”. O meu título de residência n.º [NÚMERO] expira/expirou em [DATA]. Introduzi os dados solicitados conforme os meus documentos. Solicito a verificação do meu acesso/identificação no Portal de Renovações. Em anexo envio cópia do título e captura de ecrã do erro.

If you already know that one record is incorrect, use its dedicated correction subtype instead of comunicar problema.

8. If the Contact Form itself is blocked, or the report goes nowhere

A recent failure pattern is more awkward than the portal error itself: the user tries to report the problem and the Contact Form rejects that request too.

If that happens, save the Contact Form error as a second screenshot. It shows that both the service and its normal support route were unavailable to you.

AIMA now accepts administrative complaints through Livro Amarelo Eletrónico:

AIMA’s own transparency page confirms that its complaints can be submitted through the electronic Livro Amarelo.

Attach:

  • the Renewal Portal error;
  • the failed or unanswered AIMA Contact Form evidence;
  • the date of each attempt; and
  • the identifying details needed to understand the case.

Livro Amarelo is an escalation channel. It does not create the renewal application, correct the database automatically or turn a screenshot into a renewal receipt.

Do not use AIMA’s whistleblowing/denúncia channel for an ordinary service complaint; AIMA explicitly says service complaints belong in its normal complaint channels.

If your card expires while you are still blocked

Keep these as separate evidence:

  1. the dated Renewal Portal error;
  2. the AIMA Contact Form confirmation or error;
  3. any later AIMA reply or Livro Amarelo submission.

They show what prevented you from filing and what you did about it. They are not proof that a renewal request has been submitted.

If an employer asks for proof before the portal lets you file, give them the documents you genuinely have — for example the residence card, dated portal screenshot and AIMA report confirmation — and describe them as evidence of the access problem, not as a renewal receipt.

After AIMA accepts the request

Once the portal has actually created and submitted your process, save the submission and payment evidence.
