A NISS in Portugal is your Social Security Identification Number, or Número de Identificação da Segurança Social. Foreign citizens can request it online, but the application is no longer just a passport-and-contract exercise.
Current government guidance asks foreign applicants to show three things: identity, work or professional situation, and residence or regularisation evidence. If one of those does not match your situation, that is where applications often become confusing.
This guide shows what to upload, when an employer can request the NISS for you, how to check a request showing Registado, what to do if you see Validado, and how to obtain the NISS once it is assigned.

What Is a NISS?

A NISS is not a residence permit, work permit, tax number or healthcare number.

Who Can Apply for a NISS?
The current gov.pt NISS service allows requests by:
- foreign citizens;
- Portuguese citizens who still hold a lifetime identity card;
- a legal representative for a foreign citizen;
- an employer for a foreign worker it is hiring.
For the employer route, the employer must first conclude the employment contract and communicate the employment relationship through Segurança Social Direta.
If HR tells you to obtain the NISS before it will even sign the contract, ask whether its payroll team has checked the official employer-request route. That specific loop appears repeatedly in recent applicant discussions.
How to Get a NISS in Portugal
There are four practical routes.
Option 1: Apply Online Yourself
Use the official Pedido de NISS form on the Segurança Social portal. Save the application ID and the email used for the request. You will need them to consult the application later.
Option 2: Employer Applies for You
An employer can request the NISS for a foreign worker it is hiring. The employment contract must already exist, and the employer must report the employment relationship in SSD.
Option 3: Legal Representative Applies for You
A legal representative can submit the request with the required authority. Gov.pt lists an original power of attorney or Declaração de Autorização a Terceiros (PA-12), together with valid identification.
Option 4: NISS Assigned Through AIMA
AIMA and Segurança Social now have an interoperability route for automatic NISS assignment. Where it applies, AIMA can send the applicant’s identification data to Segurança Social so the NISS can be assigned without a separate Social Security application.
The public NISS service updated on 3 September 2026 still lists the normal applicant, employer and representative routes and does not define every AIMA procedure covered. Do not assume this applies to renewals or every residence category. If the AIMA portal asks you to provide or register a NISS, follow that instruction.
Documents Usually Needed
For foreign applicants, the August 2026 gov.pt guidance divides the evidence into three groups. Check all three before submitting.
1. Identification
For EU, EEA and Swiss citizens, gov.pt lists one of the following valid documents:
- national civil ID;
- passport;
- residence card.
For third-country nationals, the consolidated gov.pt page currently lists:
- passport;
- work visa;
- temporary or permanent residence authorisation, or another accepted civil identification document from the country of origin.
The same official page has separate identification rules for people covered by international protection.
2. Work or Professional Situation
Gov.pt lists one of the following as evidence of why the NISS is being assigned:
- employment contract;
- proof of opening self-employed activity plus receipts or invoices;
- IRN company-registration certificate;
- permanent commercial certificate;
- for digital nomads, an employment contract with a foreign employer;
- proof that you qualify for Seguro Social Voluntário (SSV).
A job offer is not listed as an equivalent to an employment contract. If you only have an offer letter, ask the employer for the signed contract or confirm your case with Segurança Social before submitting.

3. Residence or Regularisation Evidence
The same government guide lists evidence that can include:
- proof of an application for a residence authorisation;
- proof of an application for a CPLP residence visa;
- proof of an application for a CPLP residence-authorisation certificate.
This point matters for applicants waiting on AIMA. The official list includes proof that the residence process has been started, not only a finished residence card, for the cases it describes.
What stood out in the cases I reviewed: the recurring problem was not simply “no NISS.” It was that the work evidence and the residence evidence did not line up with the route being claimed.
Can You Get a NISS Without a Work Contract?
A Portuguese employment contract is not the only possible basis for a NISS. The official list also covers self-employment, company roles, digital nomads with a foreign-employer contract and eligible voluntary Social Security cases.

If you have no work or professional basis, do not open self-employment solely to manufacture a NISS route without first checking whether you actually need one.
For remote workers, NISS assignment and the question of which country’s Social Security system applies are not the same issue. The foreign-employer contract may support the NISS request, but it does not by itself settle cross-border contribution obligations.
What If AIMA Asks for NISS or Social Security Proof?
AIMA requests can use “Social Security proof” to mean different things. It may refer to:
- the NISS itself;
- proof of Social Security registration;
- contribution history;
- contributory-status information;
- a no-debt certificate;
- evidence that you are not registered or not required to contribute.
Do not upload a NISS document just because the words “Segurança Social” appear in the request. Match the exact wording to the document AIMA wants.
For the NISS application itself, current gov.pt guidance includes proof of a residence-authorisation application among the listed regularisation documents. That can be relevant when your AIMA process has started but the residence card has not yet been issued.
Going to an AIMA appointment without a NISS? In an eligible regularisation case, AIMA may be able to obtain one directly from Segurança Social. Public guidance still does not define whether this applies to renewals or every residence category. If your portal asks for a NISS, follow that request. If Segurança Social rejected your application, take the rejection or other proof of the attempt.

Common Catch-22 Problems Foreigners Report
My Employer Wants a NISS Before Signing the Contract
Gov.pt says an employer requesting a NISS must first conclude the employment contract and report the employment relationship in SSD. If HR is refusing to sign because you do not yet have a NISS, send the payroll team to the official employer-request instructions rather than repeatedly submitting without the required work evidence.
My Request Says “Registado”
Segurança Social lets you consult the NISS request online, but the official pages do not publish a reliable public dictionary saying that “Registado” equals approval.
In the recent cases I reviewed, “Registado” created clear confusion because applicants had employer deadlines but no official processing deadline. Treat it as registered in the system, not proof that the NISS is ready.
Keep the application ID and email, check the request page for a status change or action, and use the official Social Security line if the request remains stalled and you have a concrete deadline.
My Request Says “Validado”
Applicant reports suggest “Validado” is a later stage, but I would not publish a fixed meaning or promised timeline because Segurança Social does not currently provide a public status glossary on the main NISS guidance.
Check the request for an Ações option. Segurança Social’s current help pages say that once the NISS has been assigned, the request can show an option to Obter Comprovativo do NISS.
Can I Get the NISS Online or Must I Collect It?
This is one place where the official guidance is not perfectly synchronised.
The current Segurança Social portal says the NISS proof can be obtained online after biometric verification, and its help pages describe using Obter Comprovativo do NISS when the number has been assigned.
However, the gov.pt foreigner guide updated on 6 August 2026 still says a registered letter is sent to the address on the application and describes collection at a Social Security service.
So do not force one route:
- Check your NISS request online.
- If Obter Comprovativo do NISS appears, follow the biometric verification and download route.
- If your request or official letter tells you to collect the NISS, follow that instruction and book the collection if required.
This is safer than assuming every 2026 application follows the same final step.
Can I Apply With a Foreign Address?
The NISS-only application asks for your country of residence and address details, and the official NISS guidance does not say that every applicant must already have a Portuguese address. The separate combined NIF + NISS + Utente service does require a Portuguese address, which is a different rule.
Do not invent a Portuguese address. Use your real current details. If your residence has changed since you submitted the request, confirm how to correct the application with Segurança Social before creating duplicates.
My NISS Was Rejected
Before resubmitting, compare the rejection reason against the three official evidence groups:
- Was the identification valid and readable?
- Did the work evidence match the route you selected?
- Did you include the residence/regularisation evidence required for your case?
Recent applicant reports repeatedly mention rejections involving employment evidence, residence evidence and document mismatches. Fix the stated reason rather than sending the same file set again.
Can You Request NIF, NISS, and Utente Number Together?
Yes, if you qualify for the separate combined service.
Current gov.pt guidance says foreigners can request NIF + NISS + SNS user number together at 12 Espaços Cidadão if they:
- have a Portuguese address;
- do not have a Portuguese Cartão de Cidadão; and
- meet at least one qualifying condition.
The qualifying conditions include having applied for or obtained a residence authorisation, being an EU citizen, having applied for international protection, or holding refugee/international-protection status.

How Much Does It Cost to Get a NISS?
The official NISS application is free.
Private lawyers, accountants and relocation services may charge for assistance, but that is not a Segurança Social fee.
How Long Does It Take?
There is no official universal processing deadline for NISS assignment.
That makes exact promises such as “3 days” or “2 weeks” unreliable. Recent applicants report very different timelines, especially where documents are rejected or the application stays at Registado.
How to Check Your NISS Application Status
Use the Consulta do pedido de NISS function on the Segurança Social portal. Keep:
- the application ID;
- the email associated with the request;
- the applicant’s date of birth.
If your NISS has been assigned, look for the action to obtain the NISS proof.

After You Get Your NISS
Save the NISS proof and give the correct number to your employer or accountant where relevant.
The NISS itself does not expire. After assignment, you may need it for SSD access, employment records, contributions, self-employment obligations, benefits or AIMA-related Social Security documents.

Common Mistakes to Avoid
1. Applying With Only a Passport
The current foreigner guidance is built around identity, work/professional evidence and residence/regularisation evidence.
2. Treating a Job Offer as a Signed Contract
Gov.pt lists an employment contract. It does not list a job offer as the same document.
3. Assuming “Registado” Means Approved
Wait for the assigned-NISS action or the official instruction attached to your request.
4. Confusing a NISS With Social Security Proof
A NISS, contribution record and no-debt certificate are different documents.
5. Reapplying Without Fixing the Rejection Reason
Duplicate applications do not solve a missing or mismatched document.

- Prepare the application in three folders: ID, work/professional evidence, residence/regularisation evidence.
- Save the application ID and email immediately after submission.
- If you are an employee, use the signed contract and ask HR about the employer-request route if needed.
- If you are a digital nomad, current Portuguese guidance refers to a contract with a foreign employer.
- If your status is Registado, monitor the request rather than treating it as approval.
- If the NISS is assigned, check for Obter Comprovativo do NISS before assuming you must collect it in person.
- If another authority asks for Social Security proof, identify the exact document before downloading or requesting anything.
